The 21st Century Cures Act upheld the motive to increase interoperability and access to patient-level data. Adhering to the same objective, Centers for Medicare and Medicaid (CMS) and the Office of the National Coordinator for Health Information Technology (ONC) released ‘The Interoperability and Patient Access’ Final Rule (CMS-9115-F) on 9th March 2020.

The Rule mandates CMS-regulated payers - Medicare Advantage (MA), Medicaid, CHIP, and Qualified Health Plan (QHP) issuers on the Federally-facilitated Exchanges (FFEs) - to make health information easily available to patients by leveraging APIs and FHIR technology.
